The North East Link Tunnels project

North East Link (NEL) is the largest investment in a road project in Victoria’s history. It will fix the missing link in Melbourne’s freeway network between an upgraded Eastern Freeway and the M80 Ring Road. 

Spark, a global consortium of some of the best builders in the world, has been awarded the contract to build the $11.1 billion primary package, the North East Link Tunnels (NELT), which includes 6.5km of three-lane twin road tunnels. 

The Spark consortium consists of WeBuild, GS Engineering and Construction, CPB Contractors, China Construction Oceania, Ventia, Capella Capital, John Laing Investments, DIF and Pacific Partnerships.

NELT is more than just a road project. It is about connecting people and creating a space that benefits all users, not just those driving on the road, providing access to jobs, education, goods and services.

The project covers the full breadth of professional and trades roles and has adopted industry-changing social procurement, sustainability and environmental targets.

Garnet Brennan

Indigenous Engagement Intern

Garnet was the youngest member of Spark when he joined the project in August 2022, at the age of 19. He is an undergraduate commerce student at Melbourne University, spending his internship in the Spark Social Impact team.
